Introduction
The Apni Chhat Apna Ghar Program is a landmark initiative launched by the Chief Minister of Punjab. The scheme is designed to provide 100,000 affordable houses and apartments to eligible residents across the province, significantly impacting Punjab’s housing sector. This program is targeted at low-income individuals and families who currently reside in rented accommodations or informal settlements, enabling them to own their homes. The program is set to deliver these homes within four and a half years, utilizing three distinct execution models.
The Punjab Housing & Town Planning Agency (PHATA) is the executing body, while the Housing, Urban Development and Public Health Engineering Department (HUD&PHED) oversees the administrative aspects of the program.

Execution Models
Model 1: Equity-Based Land Sharing (10,000 Housing Units)
This model involves constructing housing units or apartments on state land through an equity-based land-sharing agreement between developers and PHATA.
- Infrastructure Development: Developers will handle the construction of roads, utilities, and other amenities according to PHATA’s design and scope.
- Land Use Plan: PHATA provides a preliminary land use plan for developers, who may request approval for revisions.
- Cost and Construction: Developers bear the full cost of infrastructure and housing construction in exchange for state land, with no subsidies from the government.
- Pricing and Installments: The government determines the price and installment plans for each housing unit.
Model 2: Affordable Private Housing Scheme (20,000 Housing Units)
This model requires developers to allocate 20% or more of residential areas within private housing schemes approved by PHATA under the Affordable Private Housing Scheme (APHS) Rules 2020.
- Approval Process: The Government of Punjab implements a one-window mechanism to streamline approvals.
- Down Payment and Subsidy: Allottees make down payments via an escrow account, supplemented by a government subsidy of PKR 1 million.
- Payment Plan: Remaining payments are made over five years, with developers receiving funds from the escrow account upon meeting agreed milestones.
Model 3: Interest-Free Loans (70,000 Units)
This model focuses on providing interest-free loans for house construction through a revolving fund.
- Eligibility: Residents of Punjab with a residential plot of up to 5 marlas in urban areas or 10 marlas in rural areas can apply.
- Loan Terms: Loans up to PKR 1.5 million with a tenure of 7 years, repayable in easy monthly installments.
- Disbursement: The loan amount will be released in tranches to beneficiaries.
Eligibility Criteria

4 | The applicant should not have a criminal record, such as convictions for anti-state, anti-social activities, or heinous crimes. |
5 | The applicant should not be a loan defaulter of any financial institution or bank. |
6 | The applicant must be registered with the National Socio-Economic Registry (NSER) in a household with a PMT score of 60 or less. |
