Islamabad High Court Upholds Validity of MD CAT Result for Two Years

In a significant development regarding the IBCC entrance test results, the Islamabad High Court has deemed the MD CAT result valid for two years in accordance with the PMDC 2021 regulations, as per the November 2022 MD CAT result.

Petitioner Laiba Rauf had challenged the public notice of PMDC dated July 14, 2023, through lawyer Khaliq-ur-Rehman Safi. Justices Miyan Gul Hassan and Orangzeb in their decision stated that Laiba Rauf passed the MD CAT in November 2022, and when she passed, the result was appropriate for two years according to the law.

When the petitioner passed the MD CAT in November 2022, at that time, the regulations in force were those of November 2022, and the MD CAT result was valid for two years. The petitioner challenged the public notice of PMDC dated July 14, 2023.

The PMDC stated in the notice that entry will not be granted in 2023 on the MD CAT passed in 2022, although when the petitioner passed the MD CAT in November 2022, the regulations in force were those of November 2022, and the MD CAT results for November 2022 were appropriate for two years.

The petitioner cannot be deprived of this right by administrative decisions made later. Laiba Rauf’s MD CAT result from November 2022 to November 2024 will remain valid, and any expenses incurred in her case will also be borne by the PMDC.
